5.5 million Australians were living with disability in the ABS 2022 survey

The Australian Bureau of Statistics reported 5.5 million Australians living with disability in 2022, representing 21.4% of Australians, up from 17.7% in 2018. The ABS reported 7.9% with profound or severe disability.

Australia's ageing population adds another source of care demand. The ABS found that 39.8% of older Australians living at home required assistance with everyday activities.

Earlier NDIS Review workforce analysis estimated approximately 325,000 Australians were supporting NDIS participants in 2021-22 and projected substantial additional workforce requirements as the Scheme expanded.

Why supply and demand can coexist

A participant may require a worker of a particular gender, specific experience, complex-care capabilities, language or cultural compatibility, particular hours, overnight or weekend availability, a driver's licence, qualifications or a practical travelling distance.

Consequently, 100 available workers in a city do not necessarily represent 100 suitable workers for an individual participant.

Geographic matching

Support Network's dataset shows worker supply clustering at suburb and postcode level. This reinforces why care markets should be measured locally rather than solely through state or national headcounts.

The next evolution of workforce measurement

A more useful question is: How many appropriate workers are available within travelling distance of this participant at the required time? This changes workforce planning from a national headcount problem into a matching and availability problem.

Research base: Support Network proprietary analysis of 1,971 active worker records created between July and 2 October 2026, supplemented with Australian Government data.

Government sources: Jobs and Skills Australia Aged and Disabled Carers occupation profile and workforce research; Australian Bureau of Statistics Survey of Disability, Ageing and Carers 2022; NDIS Review and NDIA workforce/pricing material; Fair Work Ombudsman guidance where relevant.

Limitations: Support Network's database is a proprietary platform dataset and is not a statistically representative survey of every Australian support worker. Results based on incomplete fields use the number of usable observations. Personally identifying information is excluded.
